Yes, the first two seasons suck. Season one is just mostly crap, though Riker is SO PRETTY (shush, I like Riker), season two sucks partly because they still hadn't hit their stride and partly because Polaski, from season 3 it gets good. They do actually start having continuous development, too, though TNG inherits something of the original series' episodic style, where they knew their eps would be shown in about random order and weren't allowed to have ongoing development.
