The issue seems to really be about the things you think you know, but really don't -- plain old ignorance doesn't really cover it, and simple prejudice isn't really it either (mostly, we are talking about people who are trying to do the right thing, but failing). Cultural arrogance or something is probably a good term.

Constructive criticism, in this specific context, is really research you do after you've written it simply to find your mistakes. It is valuable, and probably necessary, but I think relying on it totally would be a lazy substitute for also doing sufficient research before you write as well.
