Apparently the other thing with cochlear implants is they don't give very good hearing, so the choice is between being fully fluent in sign language and "normal" in Deaf culture, or poorly fluent in spoken language and still fairly disabled in hearing culture (afaict the necessary training to use a cochlear implant interferes with the ability to learn sign language)
