I don't know, because there aren't a lot of non-binary gendered/trans etc people in local fandom(*) and afaict it's never come up explicitly. That is a question that struck me while I was writing this post.
But yes, whether or not people who are not cis men but don't use the female toilets would be welcome in theory (and I'd like to think they would be, I know it's been discussed with regards to femmeconne, a separate women's only con), they are being excluded in practice by the way information is disseminated.
