Yes, I think he might be right about the hierarchy thing, and certainly I'm not one of these people who thinks they're inherently bad. But both proving and disproving his point, the "non-hierarchical" example he gave of Wikipedia does actually have a hierarchy of sorts. And movements which start as a bunch of people randomly going "this sucks, we should do something" will, I think, tend to develop hierarchies as needed if they gain enough momentum, whether the people saying "this sucks" are using hashtags to do it or not.
