Yes, of course, cutting/removing welfare is the obvious first step to helping people! It will instantly force them to...um...do something! Like *not* starve! How about, oh, I don't know, getting some food out there?

I agree that "welfare" (in the government sense of "it will lead to a job so we don't need to provide you with much money or any services") is deeply flawed, and even more so in an environment where there are, in fact, no jobs, but that's a structural problem of modern Australia rather than a problem of people in remote communities.
