FBI's most wanted photoshop disaster

So something I wonder about sometimes is the ethics behind giving references for the reference images used to make art, and how much use one can (legally or ethically) make of an image that is copyrighted rather than creative commons or public domain.

Apparently the FBI don't worry about this so much.

The worst thing is that is not art, it's a most wanted list. And the face used is someone from a Communist party. Some part of me doesn't believe it was chance.

Oh yes, absolutely. I didn't get it across very well, but the wtf for me was how much incredibly worse this is than using images off google for photoshopped fanart or whatever.

And yes, it does seem...interesting that the "random" guy with the right face shape they found just happens to be a communist politician.
